Bureaucratic Restructuring's Impact on Administrative Burden and Entrepreneurial Development

Abstract
ABSTRACTThis study extends the theory of administrative burden to the public‐private sector engagement, examining how bureaucratic restructuring (BR) impacts both administrative burden and the entrepreneurial development environment (EDE) in developing economies. Drawing on comprehensive survey data from China's private sector, this study applies quantitative methods to demonstrate that BR meaningfully reduces firms' administrative burdens while enhancing their development environment. The results highlight bureaucratic restructuring's pivotal role in fostering a business‐supportive climate, validated through both subjective perceptions and an objective marketization index. These findings offer important insights into how bureaucratic restructuring can enhance economic development, alongside practical policy recommendations tailored to the unique needs of developing economies. Overall, this study illustrates bureaucratic restructuring capacity to establish more efficient and accessible regulatory frameworks, supporting long‐term entrepreneurial advancement within emerging markets.
