In Defense of ESAs: Lessons Learned from Arizona

Abstract
<p>In September 2022, Arizona became the first state to offer universal eligibility for Education Savings Accounts, enabling all families to direct public funds toward private school tuition, homeschooling, tutoring, and other approved educational expenses. This paper defends Arizona's ESA program against criticisms that it merely subsidizes private education for affluent families, arguing that ESAs are structurally distinct from traditional vouchers and function more analogously to Health Savings Accounts by accommodating variety and choice within defined spending guidelines. The analysis addresses fiscal concerns by examining statewide trends in declining public school enrollment and post-financial crisis birthrate reductions, contending that these demographic shifts will naturally produce district consolidation, facility closures, and expenditure reductions that offset ESA costs. The paper further notes that ESA recipients receive approximately $14,000 in state funds with no additional local or federal support, compelling greater frugality than their public school counterparts. The paper argues that ESAs have the potential to shift education's value chain away from administrative overhead and underutilized facilities toward direct service providers, empowering families and local communities to allocate funds based on actual educational needs rather than institutional entitlements. The paper concludes that Arizona's lessons as a first mover will shape the scalability of ESA programs nationwide, following the lead of states including West Virginia, Arkansas, Florida, Indiana, Iowa, Oklahoma, and Utah.</p>
