Combating sexual violence through local governance: A socio-legal study on prevention policies in Malang Raya

Abstract
This study examines how local governments in Malang Raya operationalise their legal mandate to prevent sexual violence through a socio-legal methodology integrating doctrinal analysis with empirical qualitative inquiry. Focusing on Law No. 12 of 2022 on the Crime of Sexual Violence, the research analyses alignment between national preventive mandates and subnational governance practices in Malang City, Malang Regency, and Batu City. Primary data were generated through purposive sampling of eight key informants from police Women and Children Protection Units (Unit PPA) and local government agencies, using semi-structured interviews consolidated in a face-to-face focus group discussion lasting approximately 150–180 minutes at Malang. All discussions were conducted in Indonesian, audio-recorded with informed consent, transcribed verbatim, and supplemented by field notes. Secondary data comprised national and regional legal instruments. Data were analysed thematically through iterative familiarisation, inductive open coding of transcripts, clustering of 40–50 codes into analytical categories such as regulatory gaps, institutional capacity, and fragmented coordination, and development of overarching themes systematically compared with statutory norms. Methodological triangulation between doctrinal materials, field data, and thematic patterns, combined with member checking, peer debriefing, and audit trail of coding decisions, enhanced findings' credibility and dependability. The study reveals that despite clear national mandates, local governments operate within outdated or fragmented regulations, incomplete UPTD PPA establishment, constrained budgets, and limited human resources, resulting in largely programmatic rather than legally institutionalised prevention. The article proposes a service-based integrated prevention model centred on strengthened UPTD PPA, intersectoral coordination, and revitalised sex education to support victim-centred, rights-based implementation of Law No. 12 of 2022 at the subnational level.
