Abstract
Rapid urbanisation in sub-Saharan Africa is taking place in contexts marked by weak institutional capacity and fragmented urban governance. In the Democratic Republic of Congo, this dynamic has resulted in hyper-centralisation around Kinshasa and the structural marginalisation of secondary cities. This article analyses the extent to which the digital integration of local taxation and civil registration can transform urban governance and support the autonomous development of secondary cities in a context of significant institutional constraints. Using a qualitative and systemic approach, combining a review of the literature, institutional diagnosis and comparative African analysis, the study shows that integrated digitisation strengthens the mobilisation of local resources, improves the production of reliable demographic data and supports evidence-based urban planning. The article proposes an operational architecture and pragmatic implementation modalities, emphasising that administrative data is a key lever for urban sovereignty and sustainable territorial development.
